As the DoD and Military acquisitions push the paradigm shift to Artificial Intelligence and Machine Learning capabilities it would be wise to assess the level of readiness of our infrastructural pieces (big data and knowledge artifacts) that need to be in place to transition to intelligent systems over the long term. Before any organization/domain develops or adopts an artificial intelligence, machine learning, or any form of intelligent system strategy they need to answer three key questions: how well does your organization/domain share knowledge, what is the state of your data, and do you understand the cognitive requirements. Without answering or understanding these three questions you are not ready to implement AI.
